What is the modernized path of governing a transcendent global city? The Sixth Pujiang Platform on Rules of Law has its answers
On October 16, 2018 The Sixth Pujiang Platform on Rules of Law & the Seminar of Huangpu District Party Committee (Party Group) Theoretical Study Center, themed by “Study on the Modernized Path of Governing a transcendent Global City”, were held successfully.
Also present at the platform were Gao Yun, Secretary of Huangpu District Party Committee and Leader of District Law-based Governance Leading Group; Liu Weiping, Deputy Secretary of the Party Committee and Director of the Political Department of Shanghai Bureau of Justice; Ying Peili, Deputy Secretary of the Party Committee and Secretary of Commission for Discipline Inspection of East China University of Political Science and Law. They presented their speeches respectively.
The platform presented the broadcast exhibition of the promotional video Law-based Governance: Best Rules of Law Practice Cases in Huangpu District (2017-2018), and commended a batch of best practice cases under the rules of law in Huangpu District in 2017~2018, including Decentralization and Rejuvenation: Building a Higher-level Business Environment, Strengthening the Supervision in Procuratorial Organs and Seeking Perfection in Administrative Law Enforcement, 20 Tips for Reducing Losses in Bearing Wall-related Cases, “Providing Reinforcement” for Thousands of Households, Deepening “Zero-distance” Community Council Construction, Innovating Social Grass-root Governance Pattern, “Six Tips” from Owners Committee in Rules of Law Assessment about Livable Communities, etc.
The platform also handed out the Compilation of Best Practice Cases under the Rules of Law in Huangpu District (2017-2018), which presented a concentrated display of new achievements and experience of practice under the rules of law in Huangpu District and offered some reproducible and propagable “rules of law samples” for the comprehensive and in-depth promotion of rules of law construction in Huangpu District.
Law environment represents an important aspect of regional soft power, and Shanghai is making every effort to turn rules of law into its core competitiveness. How is Huangpu District, the core of central urban areas, supposed to present rules of law as its name-card? Experts and scholars of the law profession offered their advice and suggestions on the promotion of law-based governance in Huangpu District.
This platform invited Ye Bifeng, Director of the Institute of Law, Shanghai Academy of Social Sciences, to give a keynote speech, entitled Rules of Law Thinking of a Service-oriented Government. Wang Yueming, professor of East China University of Political Science and Law, and Yu Dongming, Head of Shanghai Branch of Law Daily, were also present at the “Guest Forum”. They took part in discussions on how to improve city governance capacity and promote modernized governance, how to overcome difficulties in the risk governance of international cities and so forth, and commented on the best practice cases under rules of law in Huangpu District.
Ye Bifeng: Nowadays urban agglomerations are playing an increasingly important role in global economic competition, so promoting “Yangtze River Delta Integration” seems to be more urgent and important than ever. Effective administration cannot sustain without desirable law, so, in the process of promoting “Yangtze River Delta Integration”, the perfection of law is essential.
Wang Yueming: Rules of law not only require top-level design, but also effective implementation at the grass-root level. To achieve that, grass-root governments not only have to observe the law by themselves, but also need to create law-abiding conditions for common folks.
Yu Dongming: The legalization exploration of Huangpu District is adept in seeking the path of rules of law from fragmented laws and regulations. In higher-quality city construction, the dismantlement of illegal buildings, the punishment of illegal removal of bearing-walls and other problems need to be dealt with one by one, and the best approach of doing so is to promote rules of law. In this process, Huangpu District has found a very promising direction.
It is learned that 2018 is the sixth year of the convocation of “Pujiang Platform on Rules of Law”. In the past six years, Pujiang Platform on Rules of Law, as a brand program of the Seminar on Huangpu District Party Committee (Party Group) Theoretical Study Center, has organized themed study activities around “the state ruled by law”, “the government ruled by law”, “the society ruled by law”, “law-based governance” and “legalization of urban area governance”. Guided by rules of law theories and vibrant rules of law practice, the leading cadres, as the “critical minorities”, have further clarified the direction and penetration points of law-based governance in Huangpu District.
Also present at the meeting were Chao Kejian, Deputy Secretary of Huangpu District Party Committee, Acting District Mayor and Vice Leader of District Law-based Governance Leading Group; Huang Chong, Director of District People’s Congress; and some leaders of the four leading bodies (Party committee, people’s congress, government and CPPCC) of Huangpu District. Over 700 people participated in the event, including officials at the division level, leaders of various departments, offices, bureaus and sub-districts, and so forth.
